Independent Ethics Panel Member Biographies
The Independent Ethics Panel (IEP) brings together five independent members with diverse expertise from across South Yorkshire's public and private sectors.

Mick Hood
Chair
Mick is Human Resources Director for Liberty Steel Engineering UK, leading people strategy across employee relations, payroll, health and safety, training and development, IT, and communications.
With more than 45 years' experience in the steel industry, Mick began his career as a Technical Apprentice with British Steel in 1979. Over the past two decades, he has held senior HR leadership roles with major organisations including British Steel, UES Steels, Corus and Tata, building a broad and respected track record across the UK and internationally.
Alongside his executive role, Mick brings extensive non-executive experience. He is Chair of the Industry Advisory Board at the Advanced Manufacturing Research Centre (AMRC) and the Steel Valley Project, and has contributed to several advisory boards, including Sheffield Hallam Business School, the Stocksbridge Towns Fund Board and Make UK's EMPOL Committee, advising on government policy and legislation.

Fran Carr
Link Member — Community Cohesion and Hate Crime
Fran is the HR Manager for Equality, Diversity, and Inclusion at the University of Sheffield.
With an extensive background in Internal Communications and Staff Engagement, Fran brings a wealth of experience in public sector organisational development, specialising in navigating complex stakeholder landscapes and fostering inclusive environments through evidence-based strategy.
In her professional capacity, Fran is adept at facilitating constructive scrutiny and offering robust challenges to senior leadership to ensure transparent governance.
Since joining the panel in November 2025, she has been inspired by the collaborative efforts between South Yorkshire Police, SYMCA, and the panel members. Driven by a desire to make a tangible difference in her local community, Fran is committed to ensuring that integrity and high ethical standards remain at the heart of regional decision-making.

Dan Wolstenholme
Panel Member
Dan brings extensive experience in healthcare leadership, governance, and applied research to the Independent Ethics Panel. He is passionate about promoting ethics, accountability, and public trust in services.
Currently Director of Clinical Quality at the Royal College of Obstetricians and Gynaecologists, Dan leads work on quality improvement, audit, and clinical guidance, ensuring transparency and integrity across complex systems.
His previous role with NIHR CLAHRC Yorkshire and Humber focused on translating research into practice, developing innovative approaches to stakeholder engagement and evidence-based decision-making. This work influenced national policy, secured major research funding, and championed equality in service delivery.
Dan combines academic expertise in neuroscience and healthcare studies with professional nursing experience. He is committed to using these skills to strengthen governance, challenge decision-making, and enhance confidence in public institutions.

Dr Jamie Grace
Link Member — Digital Technology and the Use of AI
Dr Jamie Grace is a legal academic at Sheffield Hallam University and has lived in Sheffield for more than 20 years.
Jamie's subject matter expertise is human rights law, with research specialisms focusing on the use of technology in the criminal justice system, the law relating to protest, and legal duties to prevent domestic abuse and violence against women and girls (VAWG).
As link member for Digital Technology and the Use of AI, Jamie is keen to ensure greater scrutiny over how South Yorkshire Police implement new technologies and data analysis techniques in their work.
